Programs for DC
residents only- The Office of the State Superintendent of
Education's (OSSE) Higher Education Financial Services (HEFS)
administers all of the District of Columbia’s state level higher
education grant programs. Unlike most states, the DC Tuition Assistance
Program (DCTAG) and the DC Adoption Scholarship is neither need nor
merit based. The DC Leveraging Educational Assistance Partnership
(DCLEAP) is designed to support students who demonstrate
need.
The DC OneApp is the
District’s online application for funding that students will use to
apply for DCTAG, DC Adoption and DCLEAP. Completing the DC OneApp is a
three-step process that requires completing the OneApp, completing FAFSA
and then supplying required supporting documents. For more details, go

column on the left.
